webEIM: CAISO Postpones GHG Tracking Report for the EIM

California Independent Systems Operator (CAISO) postponed plans to incorporate the Energy Imbalance Market (EIM) Greenhouse Gas (GHG) emission data in its December 2016 GHG Tracking Report. The decision comes after public stakeholder conference in which CAISO recognized that additional data were needed in order to differentiate GHG emissions attributable to the ISO’s serving loads and serving loads in the EIM.

In a Market Notice on December 28, 2016, CAISO identified two enhancements that should help clarify where GHG emissions are coming from. These added steps are identifying the least-cost dispatch of resources to serve the EIM load without transfers to the ISO’s load and repeating the least cost model to identify the transfers related to serving in the ISO’s load. CAISO reports that the additional enhancements are in progress.

The GHG Tracking Report is a monthly account on GHG emission in the CAISO grid and the western EIM. The data is based off load servings from internal resources and imports, such as dynamic resources. Read more here.
